2005年の上半期（1–6月）の全国の交通事故による死者の内、高齢の運転者による死亡事故は増加している。警察庁は「安全教育に加え、高齢者の個々の運転能力に応じた対策も検討を重ねる必要がある」としている。死者の年齢別では、65歳以上の高齢者が全体の41.5%を占めている。漫然とした運転や不適切な運転操作が原因のケースが約三割を占めた。

この状況を受け、警察庁は70歳以上の高齢者の運転免許更新時に認知症検査を盛り込んだ道路交通法の改正を、2007年の通常国会に提出することを検討している。
